The framework
Lebanon regulates personal data through Law No. 81/2018 on Electronic Transactions and Personal Data, supervised by the Ministry of Economy and Trade.
For advertisers the consent posture matters most, and Lebanon sits in the opt-in bloc, where tracking and outreach need permission up front.
Key instruments
Law No. 81/2018 on Electronic Transactions and Personal Data
Law 81/2018 nominally covers personal data but its licensing-centric design, wide carve-outs and the absence of a real supervisory authority leave enforcement close to theoretical.
Marketing and advertising
Consent-oriented but with broad exemptions, in a regime built around licensing. Most channel decisions here follow from that consent rule.
Cross-border transfers
The law contemplates ministry authorization for transfers abroad.
Enforcement and penalties
Fines are limited. A ceiling means little until the authority uses it, so its docket is the better guide.
